In light of today’s meteorological circumstances, I am not sure your choice of a thin white cotton dress and black lacy underwear was well-advised.

Why not? :/
Because when it rains in the Summer in Tokyo, it rains. And white cotton does tend to go very translucent when wet.
With that said, I was not casting judgement or complaining in any way. Just pointing out that this was probably not the intended effect.
